PD i HISP Zanzibar: Møte mellom teori og praksis

Abstract

Denne oppgaven omhandler innføringen av Health Information System (HIS) på Zanzibar. Jeg har fokusert på prosessen med utvikling og innføringen av IT-systemer innen helsevesenet på Zanzibar. Jeg har studert forståelsen og bruken av Participatory Design (PD) innen Health Information Systems Programme (HISP) Zanzibar og sammenlignet dette med min forståelse av PD og det jeg har lært om tilnærmingen gjennom mine studier ved Universitetet i Oslo. Under denne studien har jeg fulgt HISP-prosjektet på Zanzibar. HISP benytter PD og Action Research (AR) i sitt prosjektarbeid. Jeg har spesielt sett på Participatory Design under designprosessen innen HISP Zanzibar. PD har sitt utspring i systemutvikling i de skandinaviske landene på 1970-tallet. Er det likevel mulig å benytte tilnærmingen innen systemutvikling på Zanzibar? Datainnsamling til denne oppgaven er gjort gjennom HISPs prosjekt på Zanzibar. Metoder brukt for datainnsamling har vært intervju og observasjon. Prosjektet var i avslutningsfasen under mitt opphold på Zanzibar. I denne oppgaven er det møtet mellom teori og praksis innen PD som har fokus. Designprosessen har vært lokal og situert. Zanzibar er preget av et mer synlig hierarki enn i Norge. Kan PD tilpasses til den lokal situasjonen på Zanzibar og likevel beholde sine grunnidéer om brukerdeltagelse og involvering av de forskjellige brukergruppene?

This thesis concentrates on the introduction of Health Information System (HIS) in Zanzibar. Health Information Systems Programme (HISP) has introduced their HIS-software in the health sector of Zanzibar. I have joined the HISP-project in Zanzibar, and studied their process of introducing and implementing HIS in Zanzibar. This thesis focuses on the understanding and use of Participatory Design (PD) in HISP Zanzibar. I then compare this to my understanding of PD as I know it through my studies at the University of Oslo (UiO). HISP is using PD and Action Research (AR) in their projects. I have focused on the design process of IS development. The collection of data for this thesis was done in Zanzibar and Norway. The methods used are interview and observation. When I was in Zanzibar the HISP-project was in the closing phase. Through this research I have focused on the discrepancies between theory and practice within PD. The design process has been local and situated. Is it still possible to adjust PD to a systems development project in Zanzibar? The hierarchy in Zanzibar is more noticeable than in Norway. Can PD as an approach to systems development adjust to the local and situated project and still keep it’s core ideas of user participation and involvement of the different groups of users?
