Abstract
The problem addressed is how large organizations may develop information systems that will work together over time.
The Case is taken from the Norwegian Defence Logistics Organization (NDLO) where a number of large ICT-procurements was done in parallel with the introduction of a new method developed to better control and manage such a process. The NDLO commissioned a framework, MACCIS for SINTEF Tele & Data. The framework was not much used by the projects, and specifically there was no firm requirement made to the contractor to make the system descriptions according to MACCIS.
There are several reasons for why MACCIS was not used, the result however is that experiences in use of MACCIS are limited.
It is asserted that in addition to the Framework MACCIS which is considered very useful, also the decision making process as well as maturity in the Organization should have been addressed.
This Thesis proposes to add two additional components to the MACCIS Framework, more specifically a decision model and a maturity model.
It is argued for an introduction of MACCIS in an iterative manner. By doing this a large organization like the NDLO to a larger extent would be able to handle acquisition of complex information systems, which then also should expect to be interoperable over time.
This Thesis describes some pitfalls that could occur while procuring information systems in Large Organizations. It is hoped that some of these observations as well as recommendations for improvement might be useful. Especially within the NDLO which is preparing to make similar procurements for the future.
