Ung klimaledelse. Casestudie om medvirkning i et ungdomsråd

Abstract

Klimautfordringene som verden står overfor, gir unge en viktig rolle. I Norge betraktes unges engasjement og deltakelse i klimasaker som essensielt for å gjennomføre nødvendige samfunnsendringer. Det ble i 2019 lovpålagt for alle kommuner å sikre ung medvirkning gjennom et ungdomsråd eller annet medvirkningsorgan i saker som gjelder unge. Ungdomsrådet fungerer som et rådgivningsorgan som skal ha mulighet til å uttale seg i alle saker som omhandler unge. Vår casestudie, ung klimaledelse, inngår som del av et større utviklingsprosjekt i Fjell kommune, med mål om å styrke ungdomsrådets posisjon og nedslagsfelt i klimaarbeidet i kommunen. Masteroppgaven har følgende problemstilling: Hvilket handlingsrom har ungdomsrådet i Fjell kommune til å medvirke i kommunens klimasaker? Problemstillingen blir besvart gjennom de to forskningsspørsmålene: 1. Hvordan administrasjonen i Fjell kommune tilrettelegger for at ungdomsrådet kan medvirke? 2. På hvilken måte opplever ungdomsrådets medlemmer å få medvirke i kommunen? Casestudien bygger på et sosiokulturelt perspektiv, og har en kvalitativ tilnærming. Datamaterialet ble innhentet gjennom semistrukturerte intervjuer, observasjon og styringsdokumenter. Videre ble datamaterialet analysert gjennom en induktiv tematisk analyse og ved bruk av standpunkt-triangelet. Gjennom analyse og diskusjon har vi avdekket en rekke forhold og omgivelser som påvirker rådets muligheter for å medvirke. Våre funn viser at de nasjonale retningslinjene som skal sikre ung medvirkning kan begrense rådets muligheter til å ta rollen som ledere. Det blir trukket frem at rådsmedlemmenes forutsetninger til å delta i og lede medvirkningsprosesser ikke samsvarer med tilretteleggingen de får. Rådets manglende klimaengasjement, kunnskap om saksprosesser og et lite tilgjengelig språk i saksdokumenter blir betraktet som hindringer for at rådet kan medvirke. Vi ønsker at oppgaven kan bidra til å gi et innblikk i hvordan unge opplever å få medvirke i praksis gjennom et ungdomsråd.

The climate challenges facing the world gives young people an important role. In Norway, young people's involvement and participation in climate issues is considered essential for implementing necessary societal changes. In 2019, it was required by law for all municipalities to ensure young participation through a youth council or other participation organ in matters concerning young people. The Youth Council functions as an advisory organ that shall have the opportunity to express an opinion in all matters concerning young people. Our case study, youth climate leadership, is part of a larger development project in Fjell municipality, with the aim of strengthening the youth council's position and field of impact in climate work. The master's thesis has the following thesis question: What room for maneuver does the youth council in Fjell municipality have to participate in the municipality's climate issues? The problem is answered through the two research questions: 1. How does the administration in Fjell municipality facilitate for the youth councils participation? 2. In what way do the members of the youth council experience their participation in the municipality? The case study is based on a socio-cultural perspective and has a qualitative approach. The data material was obtained through semi-structured interviews, observation, and steering documents. Furthermore, the data material was analyzed through an inductive thematic analysis and through using the standpoint triangle. In our analysis and discussion, we have uncovered several conditions and environments that affect the council's opportunities to participate. Our findings show that the national guidelines that are to ensure young participation can limit the council`s opportunities to take on the role of leaders. It is pointed out that the council members' prerequisites for participating in and leading participation processes do not correspond with the facilitation they receive. The Council's lack of climate commitment, knowledge of case processes and a little accessible language in case documents are considered obstacles to the council's ability to participate. We hope the thesis can provide insight into how young people experience being able to participate in a youth council.
