Abstract
Oppgaven kartlegger interkommunale variasjoner på kulturfeltet, og hovedsakelig kunstfeltene musikk, scenekunst og visuell kunst. Gjennom å se på betingelsene for kommunens evne og mulighet til å iverksette lokal kulturpolitikk kan man potensielt avdekke begrensninger på det prinsipielle handlingsrommet. Det er tatt utgangspunkt i følgende forskningsspørsmål: Er det variasjon i kommunenes prioriteringer på det frie kulturfeltet? For å besvare problemstillingen er gjennomført en spørreundersøkelse, som ble sendt ut til alle norske kommuner. Undersøkelsen oppnådde en svarprosent på 30,33 %, og svarene er vurdert både i lys av deskriptiv informasjon og statistiske analyser. Samlet tyder resultatene i denne undersøkelsen på at det er stor variasjon i bredde og omfang av ulike tiltak på kulturfeltet til tross for økt standardisering i kommunale utgifter på kulturfeltet. Variasjonen i innhold påvirkes til dels handlingsmuligheter, her belyst gjennom sentralitet og folkemengde. Kommunenes handlingsevne, her belyst gjennom kunnskap og økonomi, er også av betydning for utforming av kulturpolitikken, men variablene inkludert i denne studien gir ikke like stort utslag som de inkludert under handlingsmuligheter.
The thesis maps inter-municipal variations in the cultural field, and mainly the fields of music, performing arts and visual arts. By looking at the conditions for the municipality's ability and opportunity to implement local cultural policy, one can potentially uncover restrictions on the principle room for action. The starting point is the following research questions: Is there a variation in the municipalities' priorities in the free cultural field? To answer the question, a survey was conducted, which was sent out to all Norwegian municipalities. The survey achieved a response rate of 30.33%, and the answers are assessed in the light of descriptive information and statistical analyzes. Overall, the results of this study indicate that there is wide variation in width and scope of various measures in the cultural field despite increased standardization in municipal expenditure on cultural field. The variation in content is partly influenced by the possibilities for action, here illustrated by centrality and crowd. The municipalities' ability to act, here illustrated by knowledge and economics is also important for shaping cultural policy, but the variables are included in this study does not produce as great an impact as those included in the course of action.
