Hvor skal grensen gå, NRK? En kvalitativ analyse av høringen av NRK-plakaten

Abstract

Denne oppgaven undersøker hva sentrale aktører i debatten om NRKs mandat og kommersielle handlingsrom argumenterer for at skal være NRKs mandat, og identifiserer hvilke dominerende diskurser om NRK som er synlige i høringen av NRK-plakaten. I oppgaven har jeg foretatt en dokumentanalyse av utvalgte høringsuttalelser og andre politiske og institusjonelle dokumenter og en diskursanalyse av de samme høringsuttalelsene. Funnene i studien viser at de fleste aktørene argumenterer for at NRKs kjernevirksomhet bør avgrenses til å gjelde formidling av lyd og bilder, og at et for sterkt NRK vil ha en negativ påvirkning på mediemangfoldet. Samtidig beskrives NRK som en viktig institusjon i det norske samfunnet og aktørene uttrykker at NRK har vært avgjørende for innholdsmangfoldet i de norske mediene. NRK betraktes med andre ord både som en trussel og et viktig mediepolitisk virkemiddel. Diskursanalysen avdekket fire dominerende diskurser i høringsuttalelsene. Samtlige av diskursene er knyttet til begrepet markedssvikt, og peker på at NRK både virker markedskorrigerende og markedshemmende. Funnene i diskursanalysen antyder at aktørenes forslag om å avgrense NRKs handlingsrom ikke vil være formålstjenlig.

This thesis examines what key stakeholders in the Norwegian public service broadcasting debate argues that should be NRK s mandate, and identifies the dominant discourses on NRK in the public hearing on NRK s governing document. I have conducted both a document analysis of selected submissions to the public hearing and other political and institutional documents, and a discourse analysis of the selected submissions. The findings show that most of the stakeholders argue that NRK s core activities should be limited to broadcasting sound and images, and that a too strong NRK will have a negative impact on media pluralism. NRK is also described as an important institution in the Norwegian society, and the stakeholders argue that NRK has been crucial for internal pluralism in the Norwegian media. NRK is thus considered a threat and an important media policy tool. The discourse analysis revealed four dominant discourses in the consultation statements. All discourses are linked to the concept of market failure and notes that NRK is both correcting and causing marked failures. The findings suggests that the stakeholders proposal to limit NRK s mandate is not the best solution.
