Nedleggelsen av Bamble Cellulosefabrikk : En undersøkelse av strukturrasjonaliseringen i norsk treforedlingsindustri på 1970-tallet

Abstract

I over hundre år hadde Norge en omfattende treforedlingsindustri kjennetegnet i stor grad av små, spredte fabrikker, ofte hjørnesteinsbedrifter. Bamble Cellulosefabrikk var hjørnesteinsbedriften på Herre i Bamble kommune gjennom nitti år, inntil den ble lagt ned i 1978 under en strukturrasjonalisering i industrien på nasjonalt plan. På 1970-tallet ble mange bedrifter lagt ned, og denne oppgaven fokuserer på denne ene bedriften for å si noe om problematikken bak slike nedleggelser og hvordan strukturrasjonaliseringen artet seg i Bamble Celluloses tilfelle. Med bruk av primærkilder kan jeg besvare spørsmål knyttet til hvorfor bedriften ble lagt ned, hvordan de ansatte på det lille tettstedet forholdt seg til nedleggelsen, hvordan arbeidet med å skaffe alternativ sysselsetting gikk frem og hva følgene til slutt ble. Den viktigste konklusjonen må være at de ansatte og fagforeningen aksepterte nedleggelsen og strukturrasjonaliseringen. I arbeidet med å skaffe nye arbeidsplasser samarbeidet fagforeningen, bedriftseieren Follum og de lokale myndighetene i over ett år. Man klarte ikke å skaffe ny industri på Herre som kunne erstatte arbeidsplassene, men de fleste ansatte fikk etter kort tid jobb ved eksisterende industribedrifter i distriktet som omfattet Skien og Porsgrunn. Med andre ord gikk det greit til slutt for de ansatte og man aksepterte nedleggelsen delvis fordi man regnet med å få andre jobber.

Through more than a hundred years, Norway had a significant pulp and paper industry characterized in large part by smaller local factories. Bamble Cellulose Factory was the local factory in Herre in Bamble municipality for ninety years before being closed down in 1978, during a period of structural rationalization in the entire industry. In the 1970s, several businesses were closed down, and this thesis draws attention to this particular factory in order to learn more about the problems connected to these closures and how structural rationalization unfolded in the case of Bamble Cellulose. Through the use of primary sources, I answer questions concerning why the factory was closed down, how the employees reacted, how the work in trying to find alternative employment for the employees was conducted, and finally what the consequences there were. The most important conclusion must be that the employees and their union accepted the closure and the plan for structural rationalization. In the work in trying to find new jobs, the labor union, the parent company Follum and the local government cooperated for more than a year. They didn't manage to recreate a thriving industry in Herre to make up for the lost jobs, but most of the former employees soon found work in other industrial businesses in the larger district that included Skien and Porsgrunn. In other words, it worked out in the end for the employees, and in part it's because they counted on getting new jobs that they accepted the closure in the first place.
