NATOs «out-of-area» utvikling fra 1999 – 2010, og norsk tilnærming til dette.

Abstract

Denne masteroppgaven tar for seg NATOs «out-of-area» utvikling mellom alliansen to siste strategiske konsept (1999 – 2010), og norsk tilnærming til denne utviklingen. Oppgaven vil også se på utviklingstrekk før denne tidsperioden, og går tilbake til alliansens opprinnelse. Det fremkommer en analyse av flere sentrale NATO-dokumenter, slik som det strategiske konseptet fra 1991, 1999, 2010, og «Atlanterhavspakten». På norsk side vil hovedfokuset være på det politiske planet, og det kan deles inn i to spor: utviklingen om dette «hjemme» og det norske «utadrettede» arbeidet, sistnevnte inneholder norsk NATO-politikk. En analyse av partiprogrammer og Stortingsdebatter i perioden vil bli gjennomgått, samt en gjennomgang av Forsvarsdepartementet, Utenriksdepartementet og den norske NATO-delegasjonens arbeid. Det utadrettede arbeidet vil fokusere på det norske nærområdeinitiativet fra 2008 og noe av resultatet fra dette: det norske bidraget opp mot alliansens konsept i 2010, og Norges forsøk på reform av NATOs kommandostruktur, så vel som den prinsipielle debatten om hva alliansens kjerneoppgaver skal være. Selv om hovedfokuset er på NATOs «out-of-area» utvikling, så vil oppgaven gjennomgå alliansens eksistensberettigelse gjennom tiden, og transformasjonen – både for styrke-, men også kommandostrukturen. Omleggingen i det norske Forsvaret vil også bli gjennomgått.

This thesis examines NATO's "out-of-area" development between 1999 - 2010, and the Norwegian approach to this development. This thesis will also look at developments before this period, and goes back to the Alliance origin. It contains an analysis of several key NATO-documents, such as the Strategic Concept from 1991, 1999, 2010, and the Washington Treaty. On the Norwegian side, the main focus being on the political level, and it can be divided into two tracks: the development of this topic at "home" and the Norwegian "outreach" efforts, the latter containing Norwegian NATO-policy. An analysis of party programs and parliamentary debates during this period will be reviewed, but also the effort made by the Ministry of Defence, the Ministry of Foreign Affairs and the Norwegian NATO-delegation to try to change this discourse on out-of-area within NATO. This Norwegian outreach-work will focus on the Norwegian Core Area Initiative from 2008 and some of the results from this initiative: the Norwegian contribution to the new concept for the alliance in 2010, and Norway's attempt to reform NATO's command structure, among the principal debate on the Alliance core tasks. Although the main focus has been on NATO's "out-of-area" development, this thesis will examine the alliance's existence (raison d'être) through time, and its transformation - both military force-structure, but also NATOs command structure. The restructuring of the Norwegian Armed Forces from 2000 and onward will also be reviewed.
