The thesis discusses the Norwegian framework for the use of countervailing measures based on the REC case. REC is a large Norwegian solar company that shut down its production facilities in Norway and moved abroad due to increased foreign competition. The interests of the main actors in the solar industry - the industry and the government - are analysed and used to discuss the use of countervailing measures in Norway. The relevant EU legislation is used as a basis for comparison.eng
