Abstract
This thesis aims to shed light on the obligations of Norway’s public service broadcaster, NRK, concerning a young target group, the 15-29 year olds. The TV-program “Trekant” is used as a case study to examine how the media and the public react when NRK pushes the limits of what are expected of the organization’s public service mission. “Trekant” resulted in a complaints record towards NRK, and the program was criticized in the media for its strong focus on sex, and the lack of related aspects such as morale and emotions. The population’s expectations and moral attitudes towards the programming of their public service broadcaster were used by the journalists in their presentation of the case. The analysis of this paper identifies five thematic frames of interpretation used by the media in their coverage of “Trekant”. In addition, the analysis demonstrates that NRK showed an understanding for the attention given “Trekant”, as it in many ways highlights that the population are engaged in how NRK interprets their mission. In this way, this thesis sheds light on both the journalists’ and NRK’s interpretation of the public service broadcasting mission towards the young population. The analysis emphasizes that these understandings were shared in some cases but also diverged in other interpretations of the case.
