Abstract

ABSTRACT
This paper is a textual analysis of a booklet about self-help, Selvhjelp – en innføring (2009), published by Norsk Selvhjelpsforum (NSF).
The purpose of this study is to examine in wich ways NSF functions as empowerment discourse and as technology of citizenship; what kind of techniques of argumentation the rhetoric of self-help in the booklet are based on; how the text can work as constituent power. Michel Foucault´s concepts discourse, power and governmentality and Barbara Cruikshank´s concepts technologies of citizenship and will to empower are used as the general theoretical frame. Chaïm Perelman´s theory of rhetoric and techniques of argumentation are used to examine the text itself. This study is ecletic. It does not follow any formal model of discourse analysis. The method of the study is qualitative. The results of my study show how the text in the booklet is part of the healthcare goals of the state to construct autonomous and responsible citizens in Norway today. One intention behind the state´s interest in self-help groups has been to reduce the costs of the welfare state. In the text man is constituted as a resource by quasi-logical argumentation and tropes. Man is associated with principles of private property and so made responsible. The concept knowledge by experience has a united function. Uniting concepts is a typical strategy of technologies of citizenship. Another typical strategy of technologies of citizenship, the four Bs of self-help, exists in the text. The voice of the text speaks from positions of educator, expert and ars prædicandi. There is a spirit of romanticism in the discourse and the word pain is associated with passivity and functions as a conduct word. The process of self-help is divided in the text into six parts that are grounded on arguments which apply to relations of succession; partly by division by stages partly by means-end argumentation. Man appears in the text as predestinated to self-help only he is guided in the right direction, and sometimes the tone of the text becomes prophetic and eschatological. My study also shows that pastoral power exists in the discourse. In sum: NSF´s text has focus on the creation of individuality. For example: in the text the subject is hierarchically placed above the group, and there are different kinds of rhetorical techniques regarding the creation of the individual. Technologies of citizenship like NSF can be understood as democratically problematic because the initiative of empowerment does not come from the citizens themeselves.
