"Dørgende kjedelig" : Tolkingsrammer i kommentarjournalistikken om kommune- og fylkestingsvalkampen 2011

Abstract

Oppgåva kartlegg tolkingsrammene i kommentarjournalistikken om kommune- og fylkestingsvalet hausten 2011 i Dagsavisen, Aftenposten (morgon utg.), VG (Verdens gang) og Klassekampen. Med utgangspunkt i Jürgen Habermas sin teori om «offentlighetens endrede strukturerer», undersøker oppgåva kva konsekvensar tolkingsrammene får for kommentatorane si evne til å fôre den politisk resonerande offentlegheita med vesentleg informasjon, gode argument og analysar. Hovudkonklusjonen er at den største trusselen mot kommentatorane si evne til å servere denne informasjonen, er fokuset på framstilling: Måten politikarane framstiller standpunkta sine på, verkar vere viktigare for kommentatorane enn standpunkta i seg sjølv. Det er dessutan slik at tekstane som fokuserer på konkrete saker eller ideologiar, sjeldan kjem med vesentleg informasjon om saka eller det ideologiske utgangspunktet til ein politikar, eit parti eller ei veljargruppe.

Eit symptom på mangelen på vesentleg informasjon, er fråværet av lokale perspektiv. Valkampen 2011 var ein kommune- og fylkestingsvalkamp, men dei lokale sakene og politikarane er sjeldan nemnde. Terroren berre ein månad før valkampen starta, kan ha gjort kommentatorane meir nasjonalt fokuserte. Det er også mogleg at hendingane 22. juli intensiverte fokuset på identitet: Meir enn 50% av tekstane nemner 22. juli, og desse kommentarane er ofte karakteristikkar av dei politiske leiarane med utgangspunkt i korleis politikarane handsama terroren og den politiske unntakstilstanden i vekene etter.

This thesis map how political commentators framed the norwegian 2011 election campaign in the newspapers Dagsavisen, Aftenposten (morning edition), VG (Verdens Gang) and Klassekampen. Based on Jürgen Habermas’ theory about the structural transformation of the public sphere, the thesis examines how the framing affect the commentators abilities to feed the public sphere with significant information, arguments and analysis. The main conclution is that the greatest threat to the commentators abilities to serve this significant information, is the focus on promotion: The way politicians promotes their views seems to be more important than the content of the message. The texts focusing on a specific case or ideology, only rarely go deep into the case or the ideological basis of a politician, a political party or a group of voters.

One symptom of this lack of significant information, is the absence of local perspectives in the comments. The election in September 2011 was a local election, but the local politicians and the local cases are rarely mentioned. The terror in Oslo and on Utøya just a month before the election campaign started, may have made the commentators more focused on politics at a national level. It is also possible that the attack intensified the identity-focus: More than 50% of the texts mentions 22th of July, and these comments are often person-oriented texts based on how the political leaders handled the terror and the political state of emergency in the weeks after.
