NRK - allmennkringkaster på DAB? : en studie av NRKs rolle som allmennkringkaster i en digitalisert radioframtid

Abstract

Allmennkringkastingsbegrepet og allmennkringkasterrollen er i endring. Jeg har i denne oppgaven drøftet hvordan et teknologisk skifte, hvor analog kringkasting av radio via FM erstattes av digital kringkasting av radio via DAB, vil kunne påvirke den rolle NRK har som allmennkringkaster. Allmennkringkastingsbegrepet er meget komplekst, og omfatter flere forhold. Denne oppgaven tar utgangspunkt i de forhold som omhandler NRKs tilbud til publikum, og de forhold som jeg antar den teknologiske utviklingen vil kunne ha størst innvirkning på. Jeg tar for meg de tre allmennkringkastingsprinsippene; dekning, mangfold og fellesskap. Min analyse viser at den digitale teknologien vil bidra til at en større del av NRKs radiotilbud vil få universell geografisk dekning. DAB-teknologien synes også å bidra til at radiomangfoldet i NRK endres, og at mangfoldet i all hovedsak blir ivaretatt i et horisontalt programtilbud. Min analyse viser også at et endret radiomangfold vil utfordre NRKs fellesskapsdannende funksjon. Allmennkringkastingsbegrepet sier i første rekke noe om hvilken funksjon kringkasterne har i samfunnet. Denne oppgaven viser at DAB-teknologien vil påvirke den funksjon NRK har i samfunnet, og at en overgang til DAB med stor sannsynlighet vil bidra til at NRK beveger seg ytterligere i retning av å bli en ”allmennkringkaster i publikums tjeneste”.

Both the concept and role of public service broadcasting are changing. In this thesis, I discuss how a technological change, in which analogue audio broadcasting is replaced by digital audio broadcasting (DAB), might affect the role of the Norwegian Broadcasting Corporation (NRK) as a public service broadcaster. The concept of public service broadcasting is very complex and includes several conditions. The starting point for this thesis are those conditions which relate to the selection of programmes which NRK offers its listeners, along with the conditions which I presume will be the most affected by the technological development. I discuss the three principles of public service broadcasting; coverage, diversity and community. My analysis shows that the digital technology will contribute to giving a larger share of NRK’s programme selection universal geographical coverage. The DAB technology also appears to contribute to a change in the diversity of radio programmes within the NRK, while also ensuring that the diversity on the whole is preserved in a horizontal selection of programmes. My analysis also shows that an altered diversity of radio programmes will challenge NRK’s role as a creator of a sense of community. The concept of public service broadcasting primarily says something about broadcasters’ role in society. This thesis proves that the DAB technology will affect NRK’s role in society and that a transition to DAB technology in all probability will contribute to NRK’s development in becoming a “broadcasting in the service of the listener”.
