Abstract
Can we influence how users experience an information space? This thesis seeks to explore the user experience of governmental websites, an exploration that spans two diverse angles. Using theoretical insights from the fields of rhetoric and navigation theory respectively, I analyse two governmental websites - the Municipality of Oslo and Skatteetaten. Based on the theoretical exploration and the analysis I then propose a model for rhetorical navigation in governmental websites, identifying needs, requirements and means for effective communication through navigation design on three different levels: rudimentary, relevant and rhetorical navigation.
