Abstract
Denne hovedoppgaven tar for seg den planlagte digitaliseringen av bakkenettet i Norge. Oppgaven tar utgangspunkt i et systemteoretisk perspektiv med fokus på samspillet mellom struktur og aktør over tid, i tillegg til å diskutere betydningen av teknologisk endring. Gjennom bruk av dokumentanalyse, intervju og seminar som metodisk tilnærming, blir endringen av de politiske og økonomiske rammebetingelsene for det analoge bakkenettet undersøkt mellom 1996 og 2004. I oppgavens andre del undersøkes selskapet Norges Televisjons informasjonsstrategi og posisjoneringsarbeide nærmere, etter at det ble lyst ut konsesjon for bygging av et digitalt bakkenett (DTT) sommeren 2002. Oppgaven konkluderer blant annet med at digitaliseringen av bakkenettet representerer en konsolidering mot første generasjons digital-TV, samtidig som Norges Televisjons har endret på enkelte sentrale rammebetingelser i konsesjonsprosessen.
This thesis is dealing with the planned digitalisation of the Norwegian terrestrial network. The thesis is based on a systems perspective, focussing on the interplay between structures and actors over time, in addition to discuss the implications of technological changes. By using document analysis, interview and seminar as a methodological approach, the changing political and economical constraints of the analogue terrestrial network between 1996 and 2004 are examined. In the second part of the thesis, the information strategy and positioning of the company Norges Televisjon are examined, after the authorities sent out a concession invitation for building a digital terrestrial television network (DTT) summer 2002. Finally, this thesis concludes that the digitalisation of the terrestrial network could represent a consolidation towards first generation digital-TV in Norway. At the same time Norges Televisjon has been able to redefine some of the central terms during the concession process.
