Abstract
Liberaliseringen av det norske kringkastingsregelverket på begynnelsen av 1980-tallet førte til både økonomiske og programrelaterte utfordringer for NRKs monopolsituasjon. Senere ble det i tillegg bestemt at det skulle etableres en ny riksdekkende kommersiell fjernsynskanal på det norske markedet. Denne oppgaven viser hvordan NRK ved økt fokusering på kostnadsrasjonaliserende tiltak møtte utfordringene fra kommersielle kanaler og økte priser på programmer. Empiriske studier av offentlige dokumenter viser hvordan dette påvirket NRKs vilje til å ta i bruk sponsingsstrategier på 1990-tallet. Funnene fra analysen demonstrerer i tillegg at sponsing har vært en viktig inntektskilde for den kommersielle aktøren TV2 siden starten i 1992, og at virksomheten stadig blir mer omfattende. Oppgaven viser også hvorfor sponsing er en attraktiv strategi blant aktørene på fjernsynsmarkedet, og hva norske myndigheter har gjort for å regulere virksomheten.
The liberalisation of the Norwegian television legislation in the early 1980s, led to both economic and programme related challenges to the monopoly that the NRK had enjoyed for about 20 years. Later, the Norwegian authorities decided to establish a nationwide commercial broadcaster. This thesis investigates the way this competition forced the NRK to reduce its level of costs, so that they could meet the challenges from commercial channels and the rise in programme revenues. Empirical studies of official documents demonstrate how this affected the NRKs determination to participate in, and make use of, sponsorship strategies throughout the 1990s. My findings also show that programme sponsorship has been important for the commercial broadcaster TV2 since the start in 1992, and that this activity has escalated throughout the 1990s. Finally, this thesis discusses the prevalence of programme sponsorship among the participants in the broadcasting market, and investigates how and why the Norwegian authorities tries to regulate this activity.
