Den statlige informasjonspolitikken i praksis : en undersøkelse om hvordan interninformasjon og internkommunikasjon fungerer i departementene

Abstract

I denne oppgaven undersøker vi hvordan den statlige interninformasjonen og internkommunikasjon fungerer i departementene. Vi undersøker tre av hovedprinsippene som den statlige informasjonspolitikken bygger på. De tre er kommunikasjonsprinsippet, linjeprinsippet og lederprinsippet Vi tok utgangspunkt i disse problemstillinger:

1 Gjennom hvilke kanaler får de ansatte sin interninformasjon, hvilke foretrekker de å bruke og hvor viktige er de ulike kanalene for forskjellig type informasjon? E-post er den kanalen som brukes mest, som de foretrekker og er den mest populære. Av de muntlige kanalene er det seksjonsmøter som scorer høyest. 2 Blir internkommunikasjonen mer effektiv med e-post ? De fleste ansatte synes det. De som har hatt Intranett lengst er mest enig i at kommunikasjonen blir mer effektiv med e-post. 3 Hvor fornøyde er de ansatte med kommunikasjonsklimaet i sitt departement ? De fleste er mest fornøyd med kommunikasjonsklima når det gjelder de nære relasjonen. Kolleger i samme seksjon kommuniserer de mye bedre med enn de i departementet generelt. 4 Hvilke ledere får de ansatte sin interninformasjon fra ? De fleste mottar informasjonen fra sin nærmeste leder, altså fungerer linjeprinsippet. 5 Hvor godt fungerer lederne som informatører og kommunikatører ? De fleste lederne kan bli bedre til å kommunisere og informere både mer og oftere.

The main focus of this thesis is the organisational information and communications aspect of the Governmental information policy, and how this aspect is functioning in three different Norwegian departments. The thesis attempts to define and discuss three of the main principles, on which the governmental information policies in Norway are based. These principles are: the Communications Principle, the Line Structure Principle and the Leadership Principle. The survey results for each of the five angels as follows:

1 What is the preferred channel of information ? E-mail is the most preferred information channel, and the department meetings are the most popular and preferred oral channels. In addition the majority would like to see an increase in oral channels. 2 The potential increase efficiency when communicating through e-mail ? The departments with the longest history of active Intranet use, have a higher scores when measuring the effectiveness of communication through e-mail. 3 How satisfied are employees with the communication climate ? The communication climate of the department's individual sections and units rates higher than the communication climate of the department as a whole. This indicates that proximity of the employee to the communicatior improves internal departmental communication. 4 From which leader do the employees receive their information from ? Employees receive the majority of their information from their own leader which indicates that the line structure principle is effective. 5 How well do leaders communicate information ? There is a clear indication that leaders can improve in their communication by providing more information and by providing this information more often.
