Kommunikasjonsprinsippet møter hverdagen : et kvalitativt studium av kommunikasjonen mellom Trygdeetaten og brukerne 1999

Abstract

I kommunikasjonsprinsippet møter hverdagen har jeg tatt for meg kommunikasjonen mellom Trygdeetaten og brukerne for å finne ut hvordan Trygdeetaten har etterlevd kommunikasjonsprinsippet det bærende prinsipp i den statlige informasjonspolitikken. Kommunikasjonsprinsippet bygger på toveiskommunikasjon som ideal og har likheter med Grunigs modell for toveis symmetrisk kommunikasjon. I analyse av Rikstrygdeverkets tre strategier viste det seg at kommunikasjon er todelt, i skriftlig informasjon beskrevet som enveis asymmetrisk kommunikasjon og personlig møte, beskrevet i toveis asymmetriske strategier. For å se hvordan kommunikasjonen fungerer i praksis analyserte jeg både den skrevne og den muntlige kommunikasjonen som hadde foregått mellom fem brukere og deres saksbehandlere. For å måle mulig symmtri mellom partene brukte jeg koorienteringsmodellen til Chaffee & McLeod fra 1968. Resutatene viser at symmtri var mer vanlig i relasjoner hvor partene hadde få problemer. Når problemer dukket opp foregikk kommunikasjonen i mer asymmetriske former, hvor brukeren var den tapende part. Asymmetrien viste seg enda sterkere i den skriftlige kommunikasjonen hvor brukerne pekte på siteringen av juridiske rettigheter og plikter som vanskelig å forstå, noe som ikke fremmet toveiskommunikasjon. Hovedkonklusjonen var at Trygdeetaten praktiserer en kombinasjon av Grunigs enveis asymmetriske informasjonsmodell og modellen for toveis asymmetrisk kommunikasjon i kontakt med brukerne.

In this thesis I have undertaken a qualitative analysis of the communication between Trygdeetaten (The Norwegian Welfare Authorities) and its users. My goal has been to demonstrate how far Trygdeetaten has come in fulfilling the Principle of Communication, the main principle of the State´s Information Policy. The principle is built on the ideal of two-way- and symmetrical communication, similar to J. Grunig´s model of two-way symmetrical communication. In analysing the three strategies in Rikstrygdeverket -the political and strategical headquarters of Trygdeetaten, I found that the question about communication was two-sided. On one hand the dialogue referred to written information operationalized through Grunig´s model of two- way asymmetrical communcation and on the other hand dialogue referred to the personal meeting, operationalized through Grunig´s model of two way asymmetrical communication. To see how the communication was brought out in practice I analyzed both the written and interpersonal communication between five users and their case workers in Trygdeetaten. In order to measure possible symmetry in the relationsships I used the co-orientation model of Chaffee & McLeod in1968. My survey reveals that symmetry is most likely to appear in relationships with few problems. As soon as problems and conflicts appeared, the communication was likely to be more asymmetrical, where the user was the suffering part. The asymmetrical elements showed up stronger in the written communication where the members pointed out the citing of the juridical rights and plighs to be the most difficult part to understand, something that did not promote two-way communication. The main conclusion of the analyzis was that Trygdeetaten is practicing a combination of Grunig´s one-way asymmetrical Information model and the two-way asymmetrical model in their Public Relations.
