Byggherren, drømmeren og vokteren : forholdet til den andre i norsk bistandsdiskurs 1965-1990

Abstract

Denne oppgaven tar for seg tidsskriftene Norkontakt og Utvikling utgitt av Norges offisielle bistandsinstitusjoner Norsk utviklingshjelp (1962-1968) og NORAD (1968), og undersøker hvorledes Norges samarbeidsland representeres i perioden 1965-1990. Grunntanken i oppgaven er at forestillingene om andre inngår i konstruksjonen av egen identitet, og at slike forestillinger ikke er evige og uforanderlige, men avhengig av tid og rom. Oppgaven formidler også oppfatningen av at forestillingene om den Andre i bistandsdiskursen inngår i videre bistandspolitiske maktrelasjoner. Postkolonial kulturtori, med teoretikere som Edward Said og Gayatri Spivak, utgjør den teoretiske innfallsvinkelen i oppgaven. Til analysen av tidsskriftene benyttes en kritisk tekstanalytisk tilnærming.

This Thesis examines the periodicals Norkontakt and Utvikling published by the official Norwegian agencies for development aid Norsk utviklingshjelp (1962-1968) and NORAD (1968-). The purpose of the thesis is to investigate how Norway's partner countries are represented in these publications in the period from 1965 to 1990. The main line of argument is that the representation of others involved in the construction of an identity of the self, and that such representations are not eternal and static, but dependent on time and space. The thesis also argues that the representation of the Other in this discourse plays an important part in political power-relations. Postcolonial cultural studies, with critics such as Edward Said and Gayatri Spivak, is the main theoretical framework in the thesis. A critical textual analysis is the methodology used in approaching the periodicals.
