Å gi en "stemme" : en stillbildefilm og skriftlig refleksjon om Enlace Nacional, en nyhetssending på lokal-TV i Peru

Abstract

Dette er en praktisk masteroppgave som inneholder en stillbildefilm og en skriftlig refleksjon om nyhetsprogrammet Enlace Nacional i Peru. Enlace Nacional er et pionerprosjekt med samarbeid mellom flere lokale TV stasjoner. Nyhetsformidlingen i Peru er meget sentralstyrt og enveiskjørt, initiert av noen få store kanaler i hovedstaden Lima. Enlace Nacional vil endre dette, ved å finne en alternativ vei til å desentralisere nyhetsstrømmen og implementere en toveis kommunikasjon. De vil medvirke til at befolkningen i provinsen blir sett og hørt i TV nyhetene, at de får en ‘stemme’. Jeg har fulgt de ansatte ved Enlace Nacionals kontorer i Lima og Pisco, fotografert og tatt opp lyd av deres daglige arbeid. Fotografiene og lyden har jeg redigert sammen til en stillbildefilm for å vise strukturen Enlace Nacional har bygd opp. I den skriftlige delen plasseres Enlace Nacional inn i en ytringsfrihetsdiskurs med fokus på begrepene the right to communicate (retten til kommunikasjon) og participatory (deltagende) kommunikasjon. Jeg diskuterer også fotografiet, stillbildefilmen, dokumentarfilmen, samt postproduksjonen av min stillbildefilm.

Abstract This is a practical master-thesis containing a slide-motion film (still picture film), and a written reflection about the news program Enlace Nacional in Peru. Enlace Nacional is a pioneering project involving collaboration between several local TV stations. The news coverage in Peru is very centralized and one-way, initiated by a few large channels in Lima, the capital. Enlace Nacional want to change this, by finding an alternative way to decentralize the news flow and implement two-way communication. The intention is that the population in the province has an opportunity to be seen and heard in the TV news, to give people a ‘voice’. I have followed the staff at Enlace Nacional’s offices in Lima and Pisco, and taken photographs and recorded sound of their daily work. I have edited these photographs and the sound into a slide-motion film to show the structure Enlace Nacional has built up. In the written part Enlace Nacional is placed into a context of freedom of speech discourse focusing on the concepts of the right to communicate and participatory communication. I also discuss photography, slide-motion film, documentary film and the post production of my slide-motion film.
