Mænd af Faget : De norske hæroffiserers militærfaglige anskuelser på midten av 1800-tallet

Abstract

Denne oppgaven tar for seg det norske offiserskorpsets påvirkning på utformingen av norsk forsvarspolitikk ved midten av 1800- tallet. En av de største forsvarspolitiske utfordringene i perioden var hvordan unionen med Sverige skulle få påvirke hvordan det norske forsvaret skulle innrettes. Unionsforholdet tilsa en sterkere samordning av begge lands forsvarskrefter, og det var en utbredt erkjennelse at unionen var en militærstrategisk styrke i forhold til et angrep utenfra. Imidlertid innebar også unionen et fagmilitært dilemma mellom behovet for å etablere en rask reaksjonsstyrke til støtte for det svenske forsvaret, og behovet for en nasjonal territoriell beredskap i forhold til militære aksjoner direkte mot Norge.

Dette dilemmaet ble hyppig debattert av samtidens militære, og kom først til utrykk gjennom uenighet om hvordan unionens fellesoperative doktrine skulle utformes. Dernest fulgte en debatt om hvordan forsvarsvesenet burde organiseres, og dermed også hvordan vernepliktslovgivningen skulle utformes for å bemanne de foreslåtte strukturene. På slutten av perioden følger også en debatt om hvilken utenrikspolitisk hovedretning unionen skulle innrette seg etter, og hvordan Forsvaret eventuelt burde endres for å etterkomme endrede sikkerhetspolitiske målsetninger.

Oppgaven forholder seg til tidligere forskningen om forsvarspolitikken i embetsmannsstaten, og tar spesielt stilling til tidligere forskning gir en tilfredsstillende dekning av de fagmilitære aspektene ved utformingen av forsvarspolitikken.

This M. A. Study discuss the influence the Norwegian Army officer corps had on the development of a Norwegian Defence policy in the 19th Century. One of the most debated challenges for the Norwegian policymakers, was how the Union with Sweden should affect the organization of the Norwegian armed forces. The union prescribed a strong coordination of the armed forces of both countries, which was a widely accepted principle by the Norwegian military establishment. His was seen as an advantage in case of a serious attack on the entire Scandinavian Penninsula. The Union included however the military dilemma of how to both organize a rapid rection force in support of Sweden and the collective defence of the Union, and a national territorial defence in case of separate military operations directly against Norway.

This dilemma was widely debated among the military, and was first brought to the surface as a disagreement on the Unions joint doctrine. This disagreement was followed by a debate on how the Army should be organized in order to meet the demands of the doctrine, and secondly how the principles of conscription should be adjusted accordingly. In addition, at the end of the period, there was a debate on which cource of foreign policy the military should help to pursue.

The study is placed within the broad framework of earlier works on this issue, with an emphasis on the question if earlier works sufficently has included the purely military aspects of this discussion.
