Indian China Policy in the Prelude to War : Historical Perspectives on the Forward Policy Decision

Abstract

Denne avhandlingen tar for seg opptakten til grensekrigen mellom det nylig uavhengige India og Folkerepublikken Kina i 1962. Det overordnede tema er endringene i indisk kinapolitikk i perioden 1959–1962. Bakgrunnen og årsakene til Indias "Forward Policy"-beslutning sent i 1961 vil særlig bli drøftet.

Forward Policy-beslutningen representerte en betydelig endring fra tidligere indisk kinapolitikk. Fra entusiastisk å ha hyllet indere og kinesere som broderfolk i 1958, valgte statsminister Jawaharlal Nehru i november 1961 å iverksette mildt militært press mot Kina. Det endelige målet med den nye politikken var å forbedre Indias stilling i de omstridte grenseområdene. I løpet av våren 1962 begynte lett bevæpnete indiske soldater å trenge inn i de omstridte landskapene, tross høylydt sabelrasling fra kineserne.

I ettertid er det kjent at den nye linjen mislyktes sterkt. Det hevdes ofte at den indiske Forward Policy utløste Kinas angrep på India i oktober 1962. Det som opprinnelig var blitt planlagt som "a game of chess and a battle of wits" endte i en ydmykende krig som fortsatt preger Indias syn på Kina.

Hvilke umiddelbare og underliggende faktorer kan forklare at den indiske regjeringen valgte en Forward Policy-løsning på tampen av 1961? Denne studien søker å forstå Forward Policy-beslutningen på dens egne premisser og i dens egen historiske kontekst. På grunnlag av nylig offentliggjort kildemateriale og arkivarbeid forsøker studien å kaste nytt lys over et fortsatt meget kontroversielt tema innen indisk diplomatisk historie.

This thesis explores the prelude to the 1962 border war between early independent India and the People's Republic of China. In broad terms, it seeks to discuss the changing nature of Indian China policy in the period 1959–1962. More specifically, the origins and causes of India's "Forward Policy" decision in late 1961 are analysed.

The Forward Policy decision represented a marked deviation from earlier Indian China policy. From enthusiastically having hailed Indians and Chinese as brothers in 1958, Prime Minister Jawaharlal Nehru in November 1961 decided that India should start to exert mild military pressure on China. The final objective of the new policy was to improve India's standing in the disputed border areas between the two countries. By spring 1962 small numbers of lightly armed Indian troops proactively pushed forward in the disputed areas, despite intense Chinese sabre-rattling.

With the benefit of hindsight, it is known that the policy failed spectacularly. The Forward Policy is often assumed to have triggered the Chinese attack on India in October 1962. What had originally been intended as a "game of chess and a battle of wits" ended in a humiliating war which still shapes Indian perceptions of China.

What short-term and long-term factors can explain why the Government of India opted for the Forward Policy in late 1961? This study intends to interpret the Forward Policy decision on its own premises and within its own historical context. By drawing on recently declassified sources and archival research it will attempt to shed new light on a still highly controversial topic in Indian diplomatic history.
