Nasjonal kontroll mellom marked og geologi : norsk gassalg til Europa

Abstract

Oppgaven primære hensikt er å se på utviklingen av organiseringen av distribusjon og salg av norsk gass til Europa. Den ser på gassavsetningen fra dens begynnelse på norsk sokkel, til man får et vedvarende salgsregime på midten av 80-tallet med forsyningskontrakter gjennom gassforhandlingsutvalget (GFU). I hovedsak prøver oppgaven å svare på et sentralt spørsmål: hvilke begrensninger fantes i utformingen av systemet og hvilke grunnleggende premisser begrenset muligheten for å drive nasjonal ressurskontroll for gass. Dette spesielt i forhold til markedsbegrensninger og geologi/geografi og prisutviklingen i gassmarkedet.

The primary intent of the thesis is to look at the organisation of the Norwegian distribution of natural gas and its sale to Europe. The thesis looks at the system from its beginning to the mid-eighties, when natural gas was sold through supply contracts and through a committee consisting of Norwegian oil petroleum companies. The main focus is on the limits to the political goal of achieving national control of the resources. Those restrictions where related in particular to geological/geographical constraints, to limits in the market and price development.
