Pax Norvegica? : det norske fredsengasjementet og bidraget til United Nations Truce Supervision Organization, 1956 - 1970

Abstract

Våren 1956 avga Norge sitt første militære bidrag til FNs fredsbevarende arbeid i Midtøsten. Fire observatører, to oberstløytnanter og to majorer, ble plukket ut for tjeneste i United Nations Truce Supervision Organization (UNTSO). Kombinasjonen av en operasjon i FN-regi og Israel kunne vanskelig unngå å falle i god jord i Norge, hvor støtten til dem begge var dypt forankret. Likevel falt ikke dette første bidraget noe heldig ut. Etter halvannen måned ble den ene majoren sparket ut av Israel, anklaget for smugling og antisemittisme. I kjølvannet av Suez-krisen gikk den andre majoren ut i avisene med en skarpt formulert artikkel til forsvar for Israel og angrepet på Egypt. Avisinnlegget kunne knapt kommet mer ubeleilig for utenriksledelsen, som strebet etter å føre en mer balansert Midtøsten-politikk. Disse sakene, som ble grundig dekket i norsk presse, ble fulgt opp av et nytt problem: Den ene oberstløytnanten kom på kant med både israelere og arabere, og vinteren 1957 gikk syrerne til det endelige skritt å erklære ham for persona non grata. I 1963 fikk observatørkorpset sin første norske stabssjef, generalløytnant Odd Bull. I løpet av sju år i stillingen, greide Bull å bygge seg opp en grad av tillit og aksept – fra både arabere og israelere – ingen UNTSO-sjefer hadde hatt før ham. Var det omsider blitt tegnet et positivt bilde utad av det norske fredsengasjementet og UNTSO-deltagelsen?

In the spring of 1956, Norway contributed for the first time to the UN peacekeeping operations in the Middle East. Four observers, two lieutenant-colonels and two majors, were appointed to serve in the United Nations Truce Supervision Organization (UNTSO). The combination of a UN-directed peacekeeping operation and the state of Israel could hardly avoid appealing to most Norwegians. Nevertheless, this first contribution did not at all end well. In Mid-July one of the majors was expelled from Israel, accused of smuggling and Anti-Semittism. In the aftermath of the Suez Crisis, the other major publicly and polemically expressed his strong support for the State of Israel and for its attack on Egypt. The Norwegian Ministry of Foreign Affairs was taken aback as it was striving to exercise a more balanced approach to the Arab-Israeli conflict. Both cases, thoroughly covered by the Norwegian press, were followed up by yet another problem, as one of the lieutenant colonels ran into difficulties with both the Israelis and the Arabs. Then, finally, the Syrians delivered the final blow to this officer in the winter of 1957, declaring him persona non grata. In 1963 the Truce Supervision Organization for the first time had a Norwegian Chief of Staff – lieutenant general Odd Bull. During his seven years in this position, Bull successfully earned a degree of trust and accept – from both Israeli and Arab – unsurpassed by any of his predecessors.
