How do other states view Norway as an international peace negotiator? : Is there a gap between the Norwegian view and how other states view Norway?

Abstract

Hensikten med denne oppgaven er å finne ut hvordan andre stater ser Norge som en internasjonal fredtilrettelegger, og om nordmennene `egen oppfatning av seg selv på dette feltet matcher andres synspunkter. Jeg har også som mål å se på hvordan det norske selvbildet har utviklet. Det er en kvalitativ studie som i stor grad er basert på semi-strukturerte intervjuer med eksperter fra den politiske arena, frivillige organisasjoner og forskningsinstitusjoner, samt akademikere og journalister. Intervjuobjektene er fra Norge, samt fra Sverige, Canada, Sri Lanka, USA, Sveits, Storbritannia og Finland. Hovedargumentet for denne oppgaven er at det eksisterer et gap mellom hvordan nordmenn ser på seg selv som internasjonale fredsforhandlere og inntrykket andre har av nordmennene `rolle. Dette skyldes faktorer som det norske nasjonale medier `s utvalg av temaer på publiserte historier og det faktum at den norske offentligheten verdsetter innsatsen til fredstilretteleggerene, snarere enn hva disse menneskene egentlig oppnå. Det er lettere å fokusere på arbeides enn resultatene, ettersom resultater ofte blir synlige etter lang tid. En annen faktor er det vrangforestillte selvbilde enkelte norske politikere har. Når dette bildet vises offentlig, får det norske folk igjen med en urettmessig illustrasjon av seg selv. Jeg har valgt å inkludere intervjuguiden jeg har brukt på slutten av oppgaven. Dette er gjort for å gjøre det enda klarere hva jeg har spurt de ulike kategorier av mennesker om. Dette er en godt dokumentert avhandling som indikerer en trend med overrating av Norge `s syn på seg selv som en internasjonal fred forhandlingsleder som bør revurderes.

The purpose of this thesis is to find out how other states view Norway as an international peace negotiator, and whether the Norwegians` own perception of themselves on this matter match the views of others. I also aim to look at how the Norwegian self image has developed. It is a qualitative study which is largely based on semi-structured interviews with experts from the political arena, non-governmental organizations and research institutions as well as academics and journalists. The interview objects are from Norway, as well as from Sweden, Canada, Sri Lanka, the US, Switzerland, the UK and Finland. The main argument of this thesis is that there exists a gap between the way Norwegians see themselves as international peace negotiators and the view others have of the Norwegians` role. This is due to factors such as the Norwegian national media`s biast selection of topics on published stories and, the fact that the Norwegian public appreciates the efforts of the peace negotiators, rather than what these people actually achieve. Efforts are more easily spotted than results, as results often appear over a long period of time.

Another factor is the delusional self image some Norwegian politicians possess. As they display this image publically, the Norwegian people are left with a wrongful illustration of themselves. I have chosen to include the interview guide used at the end of the thesis. This is done to make it even clearer what I have asked the different categories of people. This is a well documented thesis which indicates a trend of overrating Norway`s view of itself as an international peace negotiator which should be re-evaluated.
