Hvordan erfarer foreldre til barn med store hjelpebehov kontakten med den kommunale helse- og omsorgstjenesten, og hvordan påvirkes deres livssituasjon? En kvalitativ studie.

Abstract

Masteroppgaven har utforsket hvordan foreldre til barn med store hjelpebehov opplevde møtet med den kommunale helse- og omsorgstjenesten, og hvordan dette påvirket deres livssituasjon. Studien har et kvalitativt design hvor deltakernes opplevelser analyseres i lys av et fortolkende fenomenologisk og interaksjonistisk perspektiv. Studien har gjennom 6 semistrukturerte dybdeintervjuer med foreldre til barn med store hjelpebehov belyst deres subjektive opplevelser i møte med et system, og hvordan samhandlingen med systemet påvirket dem. Analysen av datamaterialet er gjennomført ved bruk av tematisk analyse. Studien viste at foreldrene i en del tilfeller hadde blitt møtt med forståelse og fått innvilget de tjenestene de hadde søkt om, men samtidig påpekte flere av deltakerne at de hadde opplevd den kommunale helse- og omsorgstjenesten mer som en motstander enn en hjelper. Foreldrenes uttalte at de på mange måter følte seg prisgitt et system hvor de ikke hadde en opplevelse av å være likeverdige i samarbeidet med tjenesteutøverne, og at de over tid utviklet strategier for å tilpasse seg premissene i samhandlingen. Foreldrene uttrykte behov for å bli møtt med tillit og anerkjennelse for den omsorgsbelastningen de sto i fra de ansatte i helse- og omsorgstjenesten. De stilte også spørsmål ved om saksbehandlerne som forvalter disse tjenestene hadde forståelse for påvirkningen det å få et barn med store hjelpebehov hadde for hele familiens hverdag og livssituasjon. Når foreldrene opplevde å bli møtt med anerkjennelse og forståelse, beskrev de gode møter med hjelpesystemet. I motsatt fall preget negative opplevelser i møte med hjelpesystemet foreldrene i betydelig grad i form av helseplager, stress-symptomer og uttrykt avmakt. Hvordan foreldrene ble møtt av de ansatte i hjelpesystemet, samt i hvilken grad tjenestene de mottok var tilpasset familiens behov, hadde stor betydning for deres helse, sosiale liv, nettverk og arbeidsdeltakelse. Betydningen av å ha kompetente ansatte i hjelpesystemet som evnet å vise omsorg og forståelse for mennesker i belastende livssituasjoner, uavhengig av rammene og premissene for tjenesteutøvelsen, kom tydelig frem i studien. Videre viste studien nødvendigheten av en særskilt tilpasning av helse- og omsorgstjenester til barn for å favne hele familiens behov.

This master's thesis explored how parents of children in need of major support experienced their meeting with the municipal health and care service, and how this affected their daily life. The study has a qualitative design where the participants' experiences were analysed in light of an interpretive phenomenological and interactionist perspective. Through six semi structured in-depth interviews with parents of children with major need of assistance, the study aimed to explore their subjective experiences in meeting with the system, and how the interaction with this system affected them. The gathering of data was carried out using thematic analysis. In some cases, the study showed that the parents had been met with understanding and granted the services they had applied for. However, the study also revealed that several participants experienced the municipal health and care service more as an opponent rather than an aid. The parents stated that in many ways they felt at the mercy of a system where they did not experience being regarded as equals in the collaboration with the service providers. As a consequence, they developed over time strategies to adapt to these premises of the interaction. The parents expressed a need to be met with trust and recognition from the employees in the health and care service for the care burden they faced. In fact, several parents questioned whether the case managers involved in these services had an adequate understanding of the impact having a child in need of major support had on the whole family's everyday life and living situation. The study showed that when the parents experienced being met with recognition and understanding, they also described good encounters with the support system. On the contrary, negative experiences in meeting with the support system affected the parents to a significant extent in the form of health problems, stress symptoms and expressed feelings of powerless. How the parents were met by the employees in the support system, as well as the extent to which the services they received were adapted to the family's needs, had a great impact on their health, social life, network, and work participation. The importance of having competent employees in the aid system able to show care and understanding for people in stressful life situations, regardless of the framework and premises for the provision of services, was clearly revealed in this study. Furthermore, the study showed that special adaption of health and care services for children to embrace the needs of the whole family is warranted.
