Time for Change? Zeit als Herausforderung für Nachhaltigkeitspartizipation

Abstract

Nachhaltigkeitspartizipation ist ein zeitlich strukturierter Prozess. Anhand einer Fallstudie zeigen wir, wie die zeitliche Strukturierung mit klassischen Herausforderungen von Partizipation (Exklusivität, Wissens- und Machtasymmetrien, Kompromiss- und Entscheidungsdruck) verbunden ist und welche Aspekte Planer(innen) bei der Gestaltung der Prozesse berücksichtigen sollten.

Participation processes in sustainability transformations produce specific time patterns. These involve, for instance, recurring patterns of scheduling and meeting agendas. Based on a case study of a participation process, we show that its time patterns are deeply entangled with prevalent challenges of participation. The time structure creates pressure for taking fast decisions and impedes raising objections. Moreover, it facilitates knowledge and power inequalities between the participants and legitimizes the exclusion of stakeholders from the process. In this perspective, time becomes a crucial dimension of participation processes: Giving attention to time allows to address some of their frequent pitfalls.
